The “best 8 third-placed teams” rule

With 12 groups, the top two from each (24 teams) plus the 8 best third-placed nations make up the 32-team knockout. The 12 third-placed teams are ranked on this exact tiebreaker order:

  1. Points — from the 3 group games.
  2. Goal difference across the group stage.
  3. Goals scored.
  4. Fair-play score (yellow / red card deductions).
  5. FIFA draw position — the only random tiebreaker.

The bottom 4 third-placed teams are eliminated. There is no third-place play-off between them.
